The star, 28, was rear-ended in her Land Rover by a paparazzo driving a Jeep Cherokee in Beverly Hills just before 2 p.m. on Monday, Lt. Tony Lee told Us.
"She complained of pain," he said, adding that she refused medical care at the scene but is "going to seek her own medical treatment."
According to a witness, Richie went to L.A.'s Cedars-Sinai Medical Center with her mother to be treated for minor injuries.
The driver who rear-ended Richie was arrested and charged with driving without a license, and is in the process of being "physically booked," Lee told Us. Police are still trying to verify his identity.
A police spokesperson could not confirm if anyone was speeding but said that they weren't at a traffic light or intersection.

The 'Mean Girls' star was appointed artistic adviser of the French brand just last month and has spent the last few weeks putting together a line with head designer Estrella Archs, Contactmusic reported.
The 23-year-old actress and co-designer Estrella Archs took to the catwalk to take a bow from the audience but Lohan got so emotional that she started crying as she was applauded.
Lohan admitted the role she played in creating the range was "the hardest thing I've ever done".
The actress had put on a glamourous show with blazers and mini-dresses for the global fashionistas as models walked the ramp wearing creations co-designed by her at Paris' Louvre museum.

"Over the past four years of doing the show, we accrued $2,250,000. She says in the past week I took $230,000," he says. In fact, Kate said on the Today show that he'd taken the money out between Aug. 10 and Sept. 29.
"I have withdrawn roughly $177,000 over the course of a year, which is less than 10 percent of what we made. That's like my paycheck," he continues.
Jon, 32, says Kate's claims are "a total fabrication. I withdrew $22,000 last Thursday. I have the paper trail to prove it."

“Iron Man 2” fans take note: Scarlet Johansson is keeping her “tight” Black Widow costume completely out of sight—even from her husband, Ryan Reynolds.
According to Contact Music, Scarlett Johansson wants to gauge Reynolds’ reaction when he sees her on the big screen wearing the black catsuit of the sexy Russian spy.
Ever since the first images of Johansson in costume were revealed, fans have been clamoring to see more of her in action.
Given Reynolds’ well-known love for comic books and the fact that he is signed to star in both “Green Lantern” and “Deadpool," it’s somewhat surprising that Johansson would go to such lengths to hide the costume.
"I have been so secretive about the suit that I have actually not shown anybody because I want the honest reaction from everybody,” Johansson explained. “The only people who have seen the suit are the crew members. But I have kept it close to my chest, even in my family I haven't shown anybody. I can tell you it's tight!"
With the Black Widow also poised to possibly play a larger part in “The Avengers," Johansson’s costume had to be both functional and form fitting.
"It's a utilitarian sexy S.W.A.T. type of look,” continued Johansson. “In the comics it's pushed to the extreme and we tried to make it realistic so the material is functional. And obviously I needed to move a lot because I have big stunt sequences. But boy is that catsuit tight!"
Johansson also promises that the Black Widow will “kick some major ass!” in “Iron Man 2.”
